Over 1,000 km Built and Reconstructed on Rosavtodor’s Road Network in Four Years

Thanks to the national project "Safe High-Quality Roads," construction and reconstruction work is underway on federal highways managed by Rosavtodor in Russia. To date, approximately 670 km have been put into operation, with an additional 330 km set to be completed by the end of the year.

"Over the four years of implementing the federal project 'Development of the Federal Highway Network,' roads under Rosavtodor’s jurisdiction, totaling more than 1,000 km, have been included in the work program. This year, the national project 'Safe High-Quality Roads' is concluding, but it will continue under a new initiative called 'Infrastructure for Life.' This new initiative includes the federal project 'Development of the Federal Network,' which also anticipates significant measures to bring federal roads up to standards," noted the Minister of Transport of the Russian Federation, Roman Starovoit.

The key goal of these initiatives is to enhance the economic connectivity of the country's regions through the construction and reconstruction of federal highway segments.

"The federal project 'Development of the Federal Highway Network' was incorporated into the national project 'Safe High-Quality Roads' in 2021. During this time, Rosavtodor has implemented 93 construction and reconstruction projects. Special attention is given to eliminating unpaved sections, widening the roadway from two to four lanes, and equipping modern road infrastructure. Overall, more than 850 billion rubles have been allocated from the federal budget for these initiatives," reported the head of the Federal Road Agency, Roman Novikov.

In particular, in 2024, the total length of newly constructed and reconstructed federal highways managed by Rosavtodor will amount to 385.3 km. Over 257.9 billion rubles have been budgeted for these purposes from the federal budget. Additionally, work is being conducted on federal highways transferred to the trust management of the state company "Avtodor." Construction and reconstruction work will cover 32.8 km of the road network, with an allocation of 95.2 billion rubles for these initiatives.

Among the completed projects in 2024 is the construction of a bypass around the village of Oktyabrsky, featuring a bridge over the Moskva River as part of the M-5 "Ural" highway in the Moscow region. The bypass will alleviate traffic congestion in the Lyubertsy area, where a modern 10-lane highway faced bottlenecks in the localities of Oktyabrskoye and Ostrovtsy. This will significantly reduce travel time for motorists.

A crucial stage was the construction of a second bridge over the Moskva River. The span of this structure consists of steel metal constructions weighing over 3,000 tons. Its uniqueness lies in the 135-meter span between the second and third piers. The total length of the bridge, including approaches, exceeds 1 km. The surface is covered with high-strength stone mastic asphalt, and continuous lighting has been installed. Local wastewater treatment facilities protect the river’s biological resources from harmful substances.

Simultaneously with the bridge construction, work was conducted on a new 11-km segment of the highway. Special attention was given to an area with weak soil. To create a solid foundation, workers replaced over 500,000 cubic meters of weak soil with sand having the appropriate filtration coefficient, reaching a depth of 6 meters. Additionally, specialists employed new synthetic fabrics to create a reliable reinforcement layer beneath the road.

The Category IБ road features eight lanes of traffic and, crucially for driver safety, a barrier that separates oncoming streams of vehicles. Seven overpasses and three interchanges have also been constructed, connecting the federal highway with regional and local roads. Outdoor lighting is installed along the entire route. Acoustic screens ensure environmental safety for residents.

Another new section of the M-5 "Ural" highway in the Moscow region is along the route from Ulyanino to Nepetsino. Its construction was also completed in 2024, with a length of 21 km. The new road runs to the right of the existing Novoryazanskoye highway, bypassing five settlements: Tatarintsevo, Starnikovo, Ulyanino, Nikitskoye, and Stepanshchino.

With the commissioning of this facility, the environmental situation in nearby settlements will significantly improve, and the likelihood of traffic jams on the existing segment of the highway will decrease. The level of road safety will also increase, which is undoubtedly the main goal of the Federal Road Agency.

During the construction of the section from the 68th to the 87th km (Ulyanino – Nepetsino), main gas and oil pipelines were relocated, seven overpasses were built, four bridges over rivers and ponds were constructed, two interchanges were created, and 35 culverts and water treatment facilities were installed. The road has four traffic lanes, with vehicle streams separated by a central barrier. The surface is made of high-strength stone-mastic asphalt concrete. Outdoor lighting has been installed throughout the route, along with variable information signs to promptly inform drivers about road conditions.

Another significant project is the construction of the bypass road around the city of Usolye-Sibirskoye in the Irkutsk region. The length of the new section of the federal highway R-255 "Siberia" is 42.7 km. This project also includes three interchanges at different levels and 10 artificial structures. The road meets Category IБ standards, with two lanes of traffic in each direction.

As a result of building this modern wide-road highway, travel time will decrease, the internal road network of the city and surrounding settlements will be less congested, the number of traffic accidents will be reduced, and the environmental situation in the area will improve.
