More than 300 facilities of the national road project have been commissioned in Russia's regions
In recent years unprecedented federal funding has been allocated for road development in the Russian regions. Thus, in early June, Russian President Vladimir Putin approved the road construction plan for 2023-2027 with 13.2 trillion rubles to be allocated for the implementation of measures. The five-year plan will ensure that 85% of roads in 105 major agglomerations and more than 50% of roads in the regions will be brought up to standard ahead of schedule. This goal should be achieved in 2024, but due to advanced financing and systematic work, the indicator will be met in 2023 (except for eight regions).
The main tool for achieving the strategic goal is the national project "Safe Quality Roads". In 2022, thanks to its implementation, more than 15,000 km of the road network in 84 regions of the country will be brought up to standard.
"Implementation of the planned activities is ahead of schedule. More than 300 facilities have already been commissioned: these include road sections on socially important routes and artificial road structures", - commented Deputy Chairman of the Russian Government Marat Khusnullin.
This year within the limits of the federal project "Regional and local road network" about 5 thousand objects will be brought to the standard, 51 of which will be built and 122 reconstructed. 433 sections of regional, municipal and local roads will be overhauled, and more than 4,3 thousand of sites will be repaired. As of June 8, 14 million square metres of roads were laid in the regions.
"367 billion rubles from budgets of all levels will be used to implement the federal project "Regional and Local Road Network", - Deputy Head of the Federal Road Agency Igor Kostyuchenko told. - As of today, cash execution of the federal budget is about 21%. We must keep up the pace of work and do everything we can to ensure that the roads are safe and of high quality, and this is reflected in the positive feedback from the citizens of our country."
Large-scale work is also planned as part of the federal project "Development of the Federal Highway Network". Its goal is to increase the level of economic connectivity of the country's territories through the construction and reconstruction of sections of federal highways. For this purpose, bypasses of large cities, transport interchanges are being built, and artificial structures are being erected. In particular, over 200 km of toll-free federal highways and about 20 km of toll roads will be built and reconstructed this year. Total financing of all federal project activities will exceed 282 billion rubles.
In Novorossiysk, all 23 facilities of the national project planned for 2022 have been repaired and put into operation. Their total length was 22.1 km. In particular, a section of Mefodievskaya Street has been updated. It is one of the main transport arteries along which heavy trucks travel to the port, to the grain terminal. In the process of repair in the area of the final stop of public transport, the organisation of traffic has been arranged in a new way: a turning circle for trolleybuses has been made.
The arrangement of roads with safety elements is an important component of the national project. In Novorossiysk, more than 3 thousand road signs and more than 3.5 km of pedestrian fences have been installed at the renovated facilities. T-7 type traffic lights flashing yellow are placed near schools and social institutions.
In the Lipetsk region, the first national project facility to be commissioned this year was a section of the Lipetsk - Oktyabrskoye - Usman road in the Gryazinsky district. It starts from the border of the regional centre, its length is almost 4 km.
The motorway, which connects Lipetsk and Usman and is part of the region's backbone road network, is one of the most important and busiest in the region. "The highway was built almost 45 years ago, and it is extremely important to maintain it in good condition, - says Anton Kononovich, Director of the Lipetsk region Road Agency. - Thanks to the national project, we are consistently repairing this area: 12.5 km were commissioned in 2020, 10.5 km in 2021, and this year, in addition to the commissioned section, another 24 km in the Usmanskiy district are in operation."
In addition to roads, the regions are also actively working on rebuilding engineering structures. For example, in Sebezhsky district, Pskov region, a bridge across the Nevedryanka river, located on the Tolkachevo - Sebezh - Zasitino road, was commissioned. The structure was built in 1962, and one of the bridge spans collapsed in 2019.
Construction and installation work started in 2021. Specialists dismantled the structures of the old bridge and erected new monolithic reinforced concrete supports. A full range of bridge deck arrangements has been completed at the site. In addition, the section of the motorway at the entrance to the structure was upgraded and a metal barrier fence was installed.
Now the new three-span bridge with a length of 60.2 metres complies with the standard values for load capacity and safety, and the dimensions comply with category IV of the Tolkachevo - Sebezh - Zasitino road.
